Maldives private aviation.
Velana International CIP terminal handling, private jet FBO services, and the onward seaplane or speedboat VIP charter to the resort. The complete air-and-sea chain for GCC family-office arrivals, acquisition-team visits, and brand-executive inspections.
Resortlife Travel is a Maldives DMC since 2006. We don’t operate aircraft — we coordinate the chain between the runway, the CIP terminal, the seaplane apron, and the resort jetty.
§ 01 · The four-link chain
From runway to resort jetty.
- 01
Inbound flight + Velana arrival
Private jet or premium-commercial inbound. Velana runway 3,200m supports up to wide-body business-converted aircraft. Flight planning typically targets a morning arrival to preserve the same-day seaplane window — international arrivals after ~14:00 local trigger an overnight in Malé.
- 02
CIP terminal handling
Direct apron access from the aircraft, separate immigration and customs in the CIP facility, dedicated lounge for the party, baggage processing in parallel. Single-party flow — no concourse queue exposure. Resortlife pre-briefs the meet-and-greet team against the inbound flight's ETA.
- 03
Onward charter (seaplane VIP, speedboat, or domestic flight)
Seaplane VIP — Trans Maldivian Airways or Manta Air single-party charter; 06:00-15:30 daylight window applies. Speedboat — for Kaafu Atoll resorts, 24/7 operation, handles late arrivals. Domestic flight + speedboat — for far-north or far-south resorts where seaplane windows don't work.
- 04
Resort arrival
Pre-briefed resort team receives at the seaplane apron, speedboat jetty, or villa-side arrival point. For acquisition or investor visits, this step folds in the on-island programme: scheduled meetings, on-asset walk-throughs, return-leg logistics. For UHNW principal arrivals: villa setup confirmed, in-villa F&B preferences staged, butler service active from arrival.
§ 02 · Velana CIP + FBO
What’s actually available on the ground.
The Commercially Important Persons (CIP) terminal at Velana International handles premium-cabin arrivals — both commercial first-class / business-class via prearrangement and all private-jet arrivals as standard. The facility operates separately from the main concourse with its own immigration desk, customs hall, and lounge area. Service flow is single-party-at-a-time rather than queue-based.
FBO services at Velana are concentrated among a small set of providers handling the end-to-end private-aviation chain: ground handling, refueling with Jet A-1, customs and immigration coordination, line maintenance for common business-jet types (Gulfstream, Bombardier, Dassault, Embraer Praetor), crew accommodation arrangements, and onward charter coordination. Hangar parking is the tightest constraint — limited slots, especially in Q1 and Q4 peak windows.
The 3,200m runway accommodates most long-range business jets without restriction. Wide-body business-converted aircraft (787 / 777 / A350 class) are handled routinely. Specific weight-payload questions on smaller fields in the domestic network (Kooddoo, Maamigili, Gan, Dharavandhoo) should be confirmed at flight planning — those airports have shorter runways and weight limits.
§ 03 · Seaplane VIP charter
The world’s largest seaplane operation, on a private-party basis.
Trans Maldivian Airways (TMA) and Manta Air together operate one of the world’s largest commercial seaplane fleets — the De Havilland Twin Otter (DHC-6) is the workhorse aircraft, supporting roughly 90% of the resort-transfer network. Both operators offer dedicated VIP charter on a single-party basis, with discretion handling that matches CIP terminal service level.
Operating constraints to plan around: daylight-only operation (typically 06:00-15:30), maximum payload of around 1,200kg per Twin Otter (party size + luggage), and the resort destination’s landing-permission requirement (most resorts accept arrivals from both TMA and Manta; some have exclusive operator arrangements).
Indicative VIP charter pricing — operator-quoted per trip: USD 4,000-8,000 one-way for standard Twin Otter charter to mid-distance atolls (Baa, Ari, Lhaviyani); USD 8,000-15,000 for longer atolls (Noonu, Raa, Haa Alif) or peak-season holiday windows. Helicopter VIP charter (limited operator base) runs higher: USD 8,000-18,000 per leg depending on aircraft and route.
§ 04 · How Resortlife coordinates the chain
Runway to villa jetty — handled.
Private aviation logistics in the Maldives is not one task — it’s four separate workstreams that have to align inside a 90-minute window between inbound landing and seaplane departure. Resortlife handles all four: the CIP team pre-briefing, the FBO coordination on the apron, the seaplane VIP charter booking, and the resort-side arrival.
For UHNW principal arrivals, the brief is straightforward — minimum touchpoints, maximum discretion, fastest possible chain. For acquisition or investor visits, the brief layers in scheduled meetings on top: Ministry of Tourism, MIPO, broker walk-throughs, on-island site inspections. Either way, we are the team running the chain between aircraft and resort.
We hold direct relationships with the Velana CIP service desk, both seaplane operators (TMA + Manta Air), the speedboat charter operators, and the resort arrival teams across most operating Maldives properties. We don’t operate aircraft. We don’t take a position on FBO economics. We’re the coordination layer that makes a private-jet arrival land in a villa 90 minutes after wheels-stop.

Frequently asked
Maldives private aviation — questions answered.
What is the Velana International CIP terminal?
The Commercially Important Persons (CIP) terminal at Velana International Airport (MLE) is the dedicated handling facility for premium-cabin commercial arrivals, business jet arrivals, and other discrete VIP travel. It operates separately from the main concourse, with direct apron access, separate immigration and customs processing, dedicated lounges, and a single-party-at-a-time service flow. Standard for any private-jet arrival; available as a service add-on for first-class and business-class commercial arrivals via prearrangement.
Can private jets land at Velana International?
Yes — Velana International handles private aviation up to wide-body class (the runway and apron support 787 / 777 / A350-class business-converted aircraft). FBO services are arranged through the airport authority and contracted ground handlers; common business jet types (Gulfstream G650 / G700, Bombardier Global series, Dassault Falcon series, Embraer Praetor) operate routinely. The runway length (3,200m) accommodates most long-range business jets without restriction. Specific aircraft / range-payload questions should be confirmed with the operator at flight planning.
What FBO services are available at Velana?
Ground handling, refueling (Jet A-1), customs and immigration processing in the CIP terminal, hangar parking (limited availability, prebooking essential), crew transport and accommodation arrangement, catering, line maintenance for common business-jet types, and onward charter coordination (seaplane VIP or private speedboat). The FBO landscape is concentrated — a small number of providers handle the segment, and slots for hangar parking are tighter than on the apron alone. Booking 7-14 days ahead of arrival is the practical minimum for peak Q1 and Q4 windows.
How does onward transfer to the resort work after a private-jet arrival?
Three options depending on the resort location. (1) Seaplane VIP charter — Trans Maldivian Airways and Manta Air both operate dedicated VIP seaplane charter on a single-party basis, with handling discretion that matches the CIP-arrival level. Operating hours 06:00-15:30 (daylight only). (2) Private speedboat — for resorts in North and South Malé atolls (Kaafu, 20-60 minutes from Velana), speedboat charter operates 24/7 and handles late-evening arrivals. (3) Domestic private flight + speedboat — for far-south (Addu, Gaafu) or far-north (Haa Alif) resorts where a seaplane window doesn't work, a domestic charter on a Manta Air ATR or similar handles the inter-island leg, followed by a final speedboat segment.
What is the daylight-only seaplane window and why does it matter?
Maldivian seaplanes (DHC-6 Twin Otters operated by Trans Maldivian Airways and Manta Air) are visual-flight-rules (VFR) aircraft — they require daylight for safe operation. Operating hours are typically 06:00-15:30 local time, with the last departures from Velana around 15:30 to ensure return-flight arrivals before sunset. International flights arriving after approximately 14:00 local time will not connect onward to a seaplane the same day; arriving parties overnight at the Hulhulé Island Hotel (adjacent to the airport) or a Malé city hotel and continue the next morning. For private-jet arrivals, flight planning typically targets a morning Velana arrival window to avoid the overnight handling.
What does seaplane VIP charter cost (indicative)?
Dedicated single-party seaplane VIP charter pricing is operator-quoted per trip and depends on aircraft type, atoll distance, peak / off-peak window, and party size. Indicative current-cycle ranges: USD 4,000-8,000 one-way for a standard Twin Otter charter to mid-distance atolls (Baa, Ari, Lhaviyani); USD 8,000-15,000 for longer atolls (Noonu, Raa, Haa Alif) or peak-season holiday windows. Helicopter VIP charter (where available — limited operator base) runs higher: USD 8,000-18,000 per leg depending on aircraft and route. Resortlife coordinates the charter booking against the principal's flight schedule and resort arrival logistics; we do not operate aircraft.
Are there any restrictions on private aviation in the Maldives?
Yes — three to note. (1) Drone operations are restricted near airports and require Civil Aviation Authority permission. (2) Helicopter operations are restricted in some atolls due to noise-mitigation requirements at the resort level — not all resorts accept helicopter transfers (the resort's own protocol governs). (3) Maritime aviation including seaplane operations between resorts may require additional landing-permission arrangements at the destination resort's lagoon — this is handled by the operator at booking. None of these are blocking for standard private-jet plus onward seaplane chains; they require advance coordination.
How does Resortlife coordinate a private-aviation arrival?
For GCC family-office, acquisition-team, and brand-executive arrivals via private jet or first-class commercial, Resortlife coordinates the full air-and-sea chain. CIP terminal handling — we hold the relationships with the CIP service desk and pre-brief the meet-and-greet team. FBO coordination — we handle hangar booking, refuel scheduling, and crew arrangements. Onward seaplane VIP charter or speedboat — booked against the principal's exact arrival time, with handling discretion that matches CIP level. Resort arrival — pre-briefed and ready to receive. For acquisition or investor visits, we add the scheduled-meeting layer: MIPO, Ministry of Tourism, broker meetings, on-island site walks. We don't operate aircraft, but we run the chain between airport and resort or office.
What's the typical advance-notice period for a private-aviation arrival?
For standard CIP terminal arrival + seaplane VIP charter: 7-14 days is comfortable; 48-72 hours is achievable with peak-season constraints. For hangar parking: 14-21 days for guaranteed hangar slot in Q1 / Q4 peak windows. For helicopter charter: 14+ days given the limited operator base. For acquisition / investor visits requiring scheduled Ministry and operator meetings: 21-30 days to align everyone's calendars. Same-day arrivals are handled but require existing operator-side capacity.
